America’s government was Founded on Laws and Principles, to insure fairness towards the People it serves. Our Founding Fathers also wisely created our Constitution & Bill of Rights, as a Citizen’s ‘insurance policy’ These protections provides Citizens with the Rights, Laws and self defense rights to repel Foreign or Domestic threats.
Most Americans willingly pay Taxes to support their Nation and Communities welfare. Our Nation’s Government is founded on our ability to Vote and have a Voice in issues concerning Growth and how our tax dollars are spent by ‘our’ Elected Officials.
Anything less, puts American Citizens under a self-serving Third-World type Rule
DOCUMENTED widespread ‘bi-partisan’ Political & Corporate corruption from Idaho’s Real-Estate, Developer & Construction Industries is directly responsible for the abusive use of our State’s flawed Eminent Domain Law via Forced Annexation.
Idaho’s Forced Annexation Law with help from corrupt City government Officials, allows Developers, to use Citizens as pawns to SUBSIDIZE their private business ventures.

Numerous ‘mock’ Legislative Hearings & Committees have been conducted over the past six years to ‘study’ Annexation Reform.
All of these events have been Chaired and staffed by members of the pro-Forced Annexation Cartel, leaving citizens no hope for any justice.

FAIRNESS IN TAXATION
All other States impose appropriate IMPACT FEES on ‘all’ New Growth, both residential & commercial.
IMPACT FEES on all new growth, combined with Responsible Government, is the only ‘fair’ option available for Taxpayers.
Developers must be held responsible for the huge financial burdens their Developments place on nearby Community Schools, Fire & Police protection and other Infrastructures.

CITY OF BOISE FORCIBLY ANNEXES UNDER "IMPLIED CONSENT"
Boise’s City operated Sewer System is not funded or operated with Taxpayer dollars. It operates as a free-standing business enterprise. Those hooking up, pay approximately $8,000 as a ‘privilege fee’ and pay a monthly fee for service.
County residents who paid for Sewer hook-up many years ago are being Forced into the City of Boise, under the guise of IMPLIED CONSENT. Most were unaware that by hooking up to the City, they would FORFEIT THEIR PREFERED COUNTY STATUS, Property & Voting Rights.
TAXATION WITHOUT REPRESENTATION
COUNTY RESIDENTS FORCED INTO A CITY PAY ‘MUCH’ HIGHER PROPERTY TAXES AND RECEIVE NOTHING IN RETURN FOR THE HUGE TAX INCREASES.
THE GREATLY INCREASED TAXES ON SMALL COUNTY ACREAGES DRIVING MANY OFF THEIR PROPERTIES.
THESE TAKINGS HAVE PROVIDED FREE-ACCESS FOR DEVELOPER’S WITH HIGHER DENSITY SUBDIVISIONS.
-IMPLIED CONSENT IS ALSO USED ON COUNTY BUILDING PERMITS-
Many County Residents applying for Building Permits find they too must agree to be Annexed prior to obtaining the Permit.
Many have stated they felt ‘RACKETEERING’ accurately described the Permitting Process.
COUNTY BUILDING PERMIT APPLICANTS ARE ALSO REQUIRED TO PAY IMPACT FEES ON ‘CITY PARKS.’

CITIZENS REVOLT
During Christmas of 1999, the City of Boise launched a Forced Annexation against thousands of angry County Residents.
This holiday assault, combined with many years of abusive TAKINGS by greedy City Officials and Developers forced Citizens to launch an offensive against the government’s assault on their Homes, Property Rights and assets. This action provoked these citizens into forming CITIZENS FOR ANNEXATION REFORM, { C.A.R. }.
Citizens for Annexation Reform have presented several Annexation Reform Bills over the past six years that would have restored citizen’s Voting & Property Rights.
Those responsible for the defeat of these BILLS are ‘widely recognized’ by citizen groups & our Legislators Statewide. It has required ‘strong Citizen support’ to get action on this HOT BUTTON issue.

All prior Annexation Reform Bills containing Voting & Property Rights for citizens, have been defeated by Lobbyists of Idaho’s REALTOR, DEVELOPER & CONTRACTOR CARTEL, with political opposition led by Senator & Developer Hal Bunderson of Meridian. Sen. Bunderson also denied printing of the 2005 Annexation Reform Bill.
